I haven't used ArcMap, but if there is something I'm sure ArcMap is lightyears ahead of CartoGIS Viewer. One thing I did do was to move a.gdb file to a different machine. I also once managed to render a.png from an ESRI file in CartoGIS. There is no comparison to ArcMap - how was that even possible? - automatic tools to create data driven maps (because of ArcMap's scripting language) - Viewer for ArcGIS works with any shapefile, ESRI shapefile, Microstation 2D file, Microstation 3D file, Autodesk CAD file, and even ESRI ArcView shapefile, MIF file, and Print files. Viewer for ArcGIS Viewer for ArcMap, and ArcGIS Server. In general, ArcMap is good for mapping and all the nice graphical features, Viewer for ArcGIS is good for importing data into the GIS software. I have several hundred map images for local maps that I have digitized to georeferencing, and in the past, I have opened the.mif files in MicroStation to pull the data, and then made the.pngs from MicroStation using CATIA's "Render Graphic to Image" feature. I don't think I've ever used Viewer for ArcGIS to do anything. Is there anything that can run on Linux? No, it doesn't work on Linux.
